Pema seeks Centre’s continued support to fast track connectivity in state

According to a Law Ministry note on AIJS circulated to members of a parliamentary consultative committee attached with the ministry, the governments of Bihar, Chhattisgarh, Manipur, Odisha and Uttarakhand want major changes in the proposal formulated by the Centre.
"State governments of Arunachal Pradesh, Himachal Pradesh, Karnataka, Madhya Pradesh, Meghalaya, Nagaland and Punjab do not favour formation of AIJS. The Maharashtra government wants recruitment to be done at judicial magistrate (first class) level which is not in consonance with the provisions of AIJS included in the Constitution," it said.
Besides these 13 states, "no response" has been received from the rest, the note states.
Also, the high courts of Andhra Pradesh, Bombay, Delhi, Gujarat, Karnataka, Madhya Pradesh, Madras, Patna and Punjab and Haryana have not favoured the idea.

What is holding back Arunachal's progress in sports?

No was the straight forward answer from a top sports administrator of the state, when asked whether Arunachal Pradesh was progressing in games and sports.
According to him, sports in the state was not developing or progressing as was expected.
It is observed that the sportspersons of the state perform brilliantly at junior levels, but they do not maintain consistency at senior level.
Several persons involved in the state as well as national sports arena were unanimous in their opinion that early marriage, job insecurity, lack of support and motivation from both parents and government sides were some of the main, yet ignored factors which have proved to be the bane for development of sports in the state.

“They do not get the required training at their peak time as the state has neither training facilities nor sufficient coaches to train them”, explained Arunachal Karate Association, President Likha Tara. According to him, the entire system needs a complete overhaul.
There are at least four individual karate clubs in the capital, where the owners give training to the budding players without any assistance from any quarters. “How long will they provide free training at their own expense”, he said.
There is a scheme called “Centre of Excellence”, launched in 1997 by the Union Ministry of Youth Affairs and Sports, which envisages induction of sportspersons, who perform well at senior national competitions, for further advanced scientific training at the Regional Centres of SAI for 330 days in a year. This scheme is designed to provide two or possible three concurrent layers of highly skilled sportspersons, giving a wider choice of talent and continuity, for selection to the national teams.
The Arunachal Pradesh Government can avail the benefits of this scheme for talented sportspersons to continue their sports career, said Arunachal Olympic Association, Secretary General Abraham K Techi.
It was agreed by all that most of the sportspersons, including those talented ones, have to give up sports after passing class ten and higher levels mainly due to lack of support from the government.

An organized sports awareness campaign by the authority is the need of the hour to promote and develop sports in Arunachal, said Sports Programme Officer Sokun Singh. He suggested formulation of a proper sports policy by the concerned department along with an AOA that would suit the state.
“Early marriage is one of the major banes for development of sports in Arunachal,” opined Karate Coach, S Deben Sarma.
Sarma, who has been involved in state’s sports (karate) over the last 33 years, told that a promising sportspersons cannot attend training/ coaches regularly anymore after getting married due to family burden which affects the performance; ultimately bringing an abrupt end to his/ her sports career.
The State Government and the concerned department must pay heed to the issues and problems identified by those sports administrators. Otherwise, no amounts of efforts will bring the desired results.
Road safety awareness prog gets underway

Expressing concern over the increasing cases of road accident related deaths each year due to lack of awareness on road safety norms, SP Tayal said, "We have initiated a soft approach towards the errant drivers." He further said that DSP A Taying and OC (Pasighat) A Taki have introduced consultancy forum to sensitize the youths on the need to obey the traffic rules and regulations.
"The first traffic awareness session was personally attended by me along with members of Nagarik Bhaichara Samity, Oshong Ering, IAS (Rtd) to remind the youths of the road safety measures.
We shall continue awareness campaign on regular basis," Tayal added.
Meanwhile, the Pasighat Traffic Cell has been conducting drives against traffic violators and challans (penalty) are being issued against them.

FIR against three in Pasighat, ABKYW, WASE question

PASIGHAT, Apr 23: The Arunachal Pradesh Police, Pasighat unit registered a case against three people for wrongful confinement and outrage of modesty of a family based on a complaint by the Adi Baane Kebang Youth Wing (ABKYW).
The ABKYW lodged the complaint following reports of alleged torture, molestation and abuse of four persons from the same family (two daughters and parents) by using them as tools of occult and witchcraft practices.
In the FIR lodged at Pasighat Police Station on April 18, the ABKYW alleged that one Cinthina Moyong, Osor Moyong Tayeng and Maksup Yomso reportedly forced one Onima Moyong and her minor younger sister along with their mother to accept being possessed by spirits so that information regarding activities of a person could be obtained from them.
In another twist, Osor Moyong Tayeng, one of three against whom FIR has been lodged made a complaint in Itanagar Police Station stating that there was witchcraft and black magic practiced against her family on April 14 last. In the FIR, she said that if there is any loss of lives or eventualities in her family, the persons practicing black magic will be responsible for it.
She further wrote in the complaint that "when the culprits are likely to get caught and exposed, they may try to lodge false and misleading complaints against us stating that we are the people who have practiced witchcraft against them."
While talking to this reporter, Er Toi Modi, General Secretary of ABKYW said that the practice of witchcraft, occult and black magic by affluent Adi people is not just shameful, but illegal.
"This practice can in no way be justified as they are not supposed to abuse innocents in the name of this cruel practice and take law into their hands. If the abuse, molestation and wrongful confinement of the victims are established, all the accused are punishable by law. Without any influence and nepotism, justice has to be given to the victims of abuse," he said.
He appealed to the administration and police to register a strong case and punish the guilty as per law and set a strong example. “Let common sense and fear of law prevail in our society", added Modi.
Pasighat PS, OC Atan Taki has confirmed the receipt of the FIR lodged by the ABKYW.
Meanwhile, three alleged have issued a joint clarification regarding the allegation and have said that, all the persons involved are relatives and question of outraging modesty does not arise. They also claimed that, parents/uncle of the children were also present in the same house when the "spirit driving" happened and hence, the question of wrongful confinement does not arise.
"We worship God and drive away evil. When evil possesses any human being, we, in the Adi society practice intimidation or even mild torture, or beating with brooms or even put chilly in the mouth to drive away the evil. However, God will reveal the actual person behind the complaint", they said in the joint complaint.
Meanwhile, in a statement this evening, the Women Against Social Evils strongly condemned the recent case of mental, physical torture and alleged witchcraft on the two girls at Pasighat.
"This is unthinkable and a first of its kind in Pasighat. Such horrific act should be condemned by all sections of the society", said Joya Tasung Moyong.
The WASE met the victims and the police after complaint was given to them.

4 youths arrested with drugs

PASIGHAT Apr 23: The Arunachal Pradesh Police, Mebo unit arrested four youths with drugs from Mebo on Thursday last.
The arrest was made after a raid conducted by the police along with activists of Women Against Social Evils (WASE) at Romdum town, Mebo.
Good quantities of different types of drugs, such as ganja, opium, addictive tablets and capsules, etc were seized from their possession, according to police sources.
The raid was conducted based on information given by the WASE to the East Siang Superintendent of Police.
State BJYM visits landslide victims and provides help
ITANAGAR, Apr 23: The house of one Biki Kiokam at A sector (ward no 18), Itanager was reportedly damaged in a landslide on Sunday morning.
There was no report of any casualty so far, informed the state BJP in a release.
A team of the state Bharatiya Janata Morcha visited the affected family at the site and gave some financial assistance as immediate relief to the affected family.
The team suggested the dwellers to remain vigilant and alert against landslide during the monsoon.

In this regard, the PMC has already inked MoA with WAPCOS Ltd, a GoI based firm. The Pasighat burial and cremation ground has 65 acres of land in possession of the PMC. The land was donated to the government by late Kuttik Moyong, grandfather of MLA Moyong around 70 years ago. Late Kuttik Moyong was also PI of Pasighat at that time.
During the visit, the MLA called for proper execution of works and also for demarcation of land to various sections of religious community for burial purposes, informed PMC Deputy Chief Councillor Kaling Darang in a press statement.

Govt yet to learn any lesson
As the monsoon arrives, the news of landslide and road blockade is pouring in from various parts of the state. On Saturday three construction workers were killed due to landslide at Palin Town under Kra Daadi district. The tragic incident took place when due to sudden slide of heavy landmass 3 labourers were buried alive. Last year in similar kind of incident, 16 labourers were killed at Tawang in a construction site.
Every year landslide and road blockade causes disaster and destruction in the state. Government only reacts whenever tragedy strikes. They do not seem to learn any lesson from the unfortunate incidents that strikes state on regular basis during the monsoon season. There is a need to make proper plan before the onset of monsoon. District administration will have to take a lead role and involve all parties including PWD, PHE, BRO, police etc. A battalion of NDRF is currently based in capital complex and have been taking active part in rescue operation whenever need arises. State Government should collaborate with NDRF and give training to police personnel and officials of disaster management to make them better prepared to face any kind of situation.

Rising hit and run cases
Dear Editor,
Through your esteemed daily, I would like to write on rising hit and run cases in Itanagar. It is shocking to every one of us that we lost a young life though no fault of her. May her soul Rest in Peace and god give enough strength to the families to overcome this grief.
Here I want to write some suggestions to the concerned govt. authorities and I hope they will ponder upon this points.
First, for the safety purpose, the engineers must have designed every stretch of road with certain design speeds. Vehicle found to drive at speed higher than this should be stopped immediately by the police. The police and Transport department should ask the highway department to put up the maximum speed board at every stretch of the road.
Secondly, there should be a fixed font style and font size for the vehicle registration plate. It will be helpful to the public and especially in hit and run cases. I think the sole purpose of the registration plate is for identification but we find vehicle owner make this as decorating parts for their vehicles. Some registration plates are such that we cannot read it even from close.
Lastly, CCTV cameras should be installed at every corner of the city.
I hope in the days to come we will see changes along the roads.
