Pema seeks Centre’s continued support to fast track connectivity in state

NEW DELHI, Apr 23: Chief Minister Pema Khandu has emphasized on the need to fast track communication like rail, road and air, including information technology to bring in transformational change in the process of development in Arunachal Pradesh.

Participating in the discussion in the third Governing Council Meeting of NITI Aayog, chaired by Prime Minister Narendra Modi at New Delhi on Sunday, Pema also threw light on the enormous strength and potential of the state in the field of agri and allied sector, tourism and hydro power, which he said, if systematically harnessed would lead the state to new heights.

While saying that under Prime Minister Narendra Modi, the Government of India has reinvigorated the policy orientation towards the North-East, which has resulted in a palpable change in the support being extended from the union government to catalyze growth of Arunachal Pradesh, Pema hoped for continued support from the Government of India, particularly in the field of communication network.

The meeting was attended by all the chief ministers of the country. (CMO)

 

 

 

Arunchal against all-India judicial service

New Delhi, Apr 23: Seven states, including BJP-ruled Madhya Pradesh and Arunachal Pradesh, have opposed the formation of an all-India judicial service, a 60-year-old proposal which has received a fresh push from the Modi government.

Another BJP-ruled state, Maharashtra, wants recruitment for the all-India judicial service (AIJS) to be done in a particular manner which the Law Ministry feels is "not in consonance" with the provisions of the service included in the Constitution.

According to a Law Ministry note on AIJS circulated to members of a parliamentary consultative committee attached with the ministry, the governments of Bihar, Chhattisgarh, Manipur, Odisha and Uttarakhand want major changes in the proposal formulated by the Centre.

"State governments of Arunachal Pradesh, Himachal Pradesh, Karnataka, Madhya Pradesh, Meghalaya, Nagaland and Punjab do not favour formation of AIJS. The Maharashtra government wants recruitment to be done at judicial magistrate (first class) level which is not in consonance with the provisions of AIJS included in the Constitution," it said.

Besides these 13 states, "no response" has been received from the rest, the note states.

Also, the high courts of Andhra Pradesh, Bombay, Delhi, Gujarat, Karnataka, Madhya Pradesh, Madras, Patna and Punjab and Haryana have not favoured the idea.

The Narendra Modi government has given a fresh push to the long-pending proposal to set up the new service to have a separate cadre for lower judiciary in the country.

There is also a divergence of opinion among state governments and respective high courts on the constitution of the AIJS.

One of the problems cited is that since several states, using their powers under Code of Criminal Procedure (CrPC) and Code of Civil Procedure (CPC), have declared that the local language would be used in lower courts even for writing orders, a person, say selected from Tamil Nadu, may find it difficult to hold proceedings in states like Uttar Pradesh and Bihar.

The Centre's plan to create a national-level judicial service, on the pattern of the All-India Civil Services, has been supported by the Law Commission and a department-related Parliamentary Standing Committee on Personnel, Public Grievances, Law and Justice has also supported the idea.

The issue was first discussed in 1960 but the plan has not taken off due to continued difference.

Article 312 of the Constitution states that if the Rajya Sabha passes a resolution-supported by not less than two- thirds of the members present and voting-"that it is necessary or expedient in the national interest so to do, Parliament may by law provide for the creation of one or more all India services (including an all India judicial service) common to the Union and the states".

 

 

 

Investment in education yields high dividends,  Moyong

PASIGHAT, Apr 23: Attending the silver jubilee celebration of Mongku Government Primary School, Pasighat on Saturday, MLA Kaling Moyong said, "Investment in education yields high dividends and therefore, children deserve the best education to cope with the competitive world."

He urged the teaching fraternity to rededicate themselves to groom children as worthy citizens through quality education and advised students to keep surroundings of the school clean to feel good and to remain disease-free.

"Giving top priority to education sector, the Pema-led Government is reviewing the 'no-detention policy' under RTE seriously and will reintroduce pass-fail system soon in the state", he added.

Laying stress on sports and games, the MLA opined that it promotes personality and there are huge scopes in government job under sports quota.

The MLA also conveyed his gratitude to the Chief Minister for providing 10 crore each for infrastructure development of Arunachal University and Pasighat Jawaharlal Nehru College.

He also informed that the Bakin Pertin General Hospital, Pasighat is all set to provide facilities like laparoscopy, CT scan and dialysis, etc in the months to come.

DC Tamiyo Tatak advised the students to acquire knowledge through rigorous academic process. According to him, discipline was equally essential for all age groups, but for students it holds greater value. Success would be theirs who value and practice discipline in life to scale newer heights of academic excellence, the DC added.

Seeking wholehearted cooperation from the people, he said quality and good planning are essential, especially for road and building constructions. Encroachment, drug peddling etc would be checked on priority, he said. Tatak also assured to recommend two more gaon burahs for Monku village for administrative mobility.

Also, ZPC Kaling Dai said to ensure better life for future generations, everyone must give top priority to the education sector. He urged the MLA and DC to ensure rationalization of transfer and posting of teachers to revamp the education scenario of the district.  

The event was also attended by former Minister Bosiram Siram, DPO (RMSA) Talem Jamoh, East Siang ABK Secretary (Hq) Tabung Ering and CC (PMC) Kaling Doruk, among others. (DIPRO)

 

 

 

 

 

What is holding back Arunachal's progress in sports?

No was the straight forward answer from a top sports  administrator of the state, when asked whether Arunachal Pradesh was progressing in games and sports.

According to him, sports in the state was not developing or progressing as was expected.

It is observed that the sportspersons of the state perform brilliantly at junior levels, but they do not maintain consistency at senior level.

Several persons involved in the state as well as national sports arena were unanimous in their opinion that early marriage, job insecurity, lack of support and motivation from both parents and government sides were some of the main, yet ignored factors which have proved to be the bane for development of sports in the state.

However, lack of infrastructure, equipments, insufficient coaches, trainers, and most importantly, absence of a clear-cut policy remain the main problems that are holding back progress of sports in Arunachal, opined majority of sports administrators and veteran sportspersons, whom this reporter interviewed. 

No doubt, Arunachalee boys and girls have in-born sports talents in them. But, what they need is proper training and coaching. They perform up to the mark at junior level but falter at senior level. 

“They do not get the required training at their peak time as the state has neither training facilities nor sufficient coaches to train them”, explained Arunachal Karate Association, President Likha Tara. According to him, the entire system needs a complete overhaul.

There are at least four individual karate clubs in the capital, where the owners give training to the budding players without any assistance from any quarters. “How long will they provide free training at their own expense”, he said.

There is a scheme called “Centre of Excellence”, launched in 1997 by the Union Ministry of Youth Affairs and Sports, which envisages induction of sportspersons, who perform well at senior national competitions, for further advanced scientific training at the Regional Centres of SAI for 330 days in a year. This scheme is designed to provide two or possible three concurrent layers of highly skilled sportspersons, giving a wider choice of talent and continuity, for selection to the national teams.

The Arunachal Pradesh Government can avail the benefits of this scheme for talented sportspersons to continue their sports career, said Arunachal Olympic Association, Secretary General Abraham K Techi.

It was agreed by all that most of the sportspersons, including those talented ones, have to give up sports after passing class ten and higher levels mainly due to lack of support from the government.

The issue of infrastructure, coaches and insufficient fund provided to sports sector dominated the recent meeting convened by the Sports Authority of Arunachal-it identified these as main stumbling blocks to development of sports in the state.

It was disclosed in the meeting that the government had sanctioned Rs 1.60 crore in 2016-17 to the Sports Authority of Arunachal, out of which a major chunk amounting to Rs 90 lakh is spent on staff salary, leaving a meager amount for the main purpose. Besides lack of infrastructure and coaches, there was also lack of awareness and enthusiasm among the parents about the importance of sports.

An organized sports awareness campaign by the authority is the need of the hour to promote and develop sports in Arunachal, said Sports Programme Officer Sokun Singh. He suggested formulation of a proper sports policy by the concerned department along with an AOA that would suit the state.

“Early marriage is one of the major banes for development of sports in Arunachal,” opined Karate Coach, S Deben Sarma.

Sarma, who has been involved in state’s sports (karate) over the last 33 years, told that a promising sportspersons cannot attend training/ coaches regularly anymore after getting married due to family burden which affects the performance; ultimately bringing an abrupt end to his/ her sports career. 

The State Government and the concerned department must pay heed to the issues and problems identified by those sports administrators. Otherwise, no amounts of efforts will bring the desired results.

 

 

 

Road safety awareness prog gets underway

PASIGHAT, Apr 23: A week-long awareness programme on road safety and traffic regulation is being organized by the Arunachal Pradesh Police, Pasighat unit, led by SP Pranav Tayal to make drivers aware of the road safety norms and traffic rules.

Expressing concern over the increasing cases of road accident related deaths each year due to lack of awareness on road safety norms, SP Tayal said, "We have initiated a soft approach towards the errant drivers." He further said that DSP A Taying and OC (Pasighat) A Taki have introduced consultancy forum to sensitize the youths on the need to obey the traffic rules and regulations.

"The first traffic awareness session was personally attended by me along with members of Nagarik Bhaichara Samity, Oshong Ering, IAS (Rtd) to remind the youths of the road safety measures.

We shall continue awareness campaign on regular basis," Tayal added.  

Meanwhile, the Pasighat Traffic Cell has been conducting drives against traffic violators and challans (penalty) are being issued against them.

 

 

 

RGU national seminar concludes

ITANAGAR, Apr 23: The three-day national seminar on Archaeology, History, Art, Museums and Folklores of North East India, organized by the Indian Archaeological Society, New Delhi, in collaboration with Rajiv Gandhi University and National Museum Institute, New Delhi concluded on April 22 last.

Speaking at the valedictory function, Vice Chancellor of Deccan College, Pune, Professor V Shinde underscored the importance of archaeology in the state and expanding archaeological research in this part of the country.

Rajiv Gandhi University Vice Chancellor, Professor Tamo Mibang said that the state has great potential for research and suggested for more collaborative efforts to organize similar programmes in the future.

Among others, Dr K N Dikshit, Dr B R Mani, Dr David Pertin, Dr Vokendro S spoke on the occasion.

More than 45 research papers on different issues pertaining to key themes of the seminar were presented on the occasion.

 

 

 

FIR against three in Pasighat, ABKYW, WASE question

PASIGHAT, Apr 23:  The Arunachal Pradesh Police, Pasighat unit registered a case against three people for wrongful confinement and outrage of modesty of a family based on a complaint by the Adi Baane Kebang Youth Wing (ABKYW).

The ABKYW lodged the complaint following reports of alleged torture, molestation and abuse of four persons from the same family (two daughters and parents) by using them as tools of occult and witchcraft practices.

In the FIR lodged at Pasighat Police Station on April 18, the ABKYW alleged that one Cinthina Moyong, Osor Moyong Tayeng and Maksup Yomso reportedly forced one Onima Moyong and her minor younger sister along with their mother to accept being possessed by spirits so that information regarding activities of a person could be obtained from them.

In another twist, Osor Moyong Tayeng, one of three against whom FIR has been lodged made a complaint in Itanagar Police Station  stating that there was witchcraft and black magic practiced against her family on April 14 last. In the FIR, she said that if there is any loss of lives or eventualities in her family, the persons practicing black magic will be responsible for it.

She further wrote in the complaint that "when the culprits are likely to get caught and exposed, they may try to lodge false and misleading complaints against us stating that we are the people who have practiced witchcraft against them."

While talking to this reporter, Er Toi Modi, General Secretary of ABKYW said that the practice of witchcraft, occult and black magic by affluent Adi people is not just shameful, but illegal.

"This practice can in no way be justified as they are not supposed to abuse innocents in the name of this cruel practice and take law into their hands. If the abuse, molestation and wrongful confinement of the victims are established, all the accused are punishable by law. Without any influence and nepotism, justice has to be given to the victims of abuse," he said.

He appealed to the administration and police to register a strong case and punish the guilty as per law and set a strong example. “Let common sense and fear of law prevail in our society", added Modi.

Pasighat PS, OC Atan Taki has confirmed the receipt of the FIR lodged by the ABKYW.

Meanwhile, three alleged have issued a joint clarification regarding the allegation and have said that, all the persons involved are relatives and question of outraging modesty does not arise. They also claimed that, parents/uncle of the children were also present in the same house when the "spirit driving" happened and hence, the question of wrongful confinement does not arise.

"We worship God and drive away evil. When evil possesses any human being, we, in the Adi society practice intimidation or even mild torture, or beating with brooms or even put chilly in the mouth to drive away the evil. However, God will reveal the actual person behind the complaint", they said in the joint complaint.

Meanwhile, in a statement this evening, the Women Against Social Evils strongly condemned the recent case of mental, physical torture and alleged witchcraft on the two girls at Pasighat.

"This is unthinkable and a first of its kind in Pasighat. Such horrific act should be condemned by all sections of the society", said Joya Tasung Moyong.

The WASE met the victims and the police after complaint was given to them.  

 

 

 

Officers Transit Accommodation inaugurated

JAIRAMPUR, Apr 23: MLA Laisam Simai, along with Jairampur ADC S S Choudhory on Sunday inaugurated the first Officers Transit Accommodation of Changlang district at Circuit House Complex, Jairampur.

Built at a cost of Rs 90 lakhs by the PWD Jairampur under Special Plan Assistance 2013-14 (SPA), the double-storey building has eight rooms with four rooms on each floor, including a reception room.

The accommodation needs of VIPs and officers in Jairampur have been fulfilled with the inauguration of the building, said Simai and appreciated the quality work carried out by PWD Jairampur.

Former ZPC, Izmir Tikhak appealed to all to take proper care of the building and maintain cleanliness within the campus.

MLA Simai, along with ADC, SE T Gara, SDO K Tikhak and former ZPC Tikhak planted nahor saplings in the building campus. The saplings were provided by Jairampur Forest Department and the plantation was carried out under the guidance of Range Officer, Taba Kamsi.

 

 

 

2nd Northeast Fiesta in Punjab

JALANDHAR, Apr 23: The second 'Northeast Fiesta' in Jalandhar, organized by the Jalandhar unit of North East Students Organization (NESO) concluded on Sunday night.

Organized in association with MBD NEOPOLIS, Jalandhar, the two-day festival was a cultural extravaganza of folk song, folk dance, art and photography exhibition, traditional sports competition and ethnic food cuisines.

The event was mainly aimed at unifying the students of North East through cultural exchange programmes, besides promoting and showcasing the rich culture, traditional dresses and designs of North East. Discussions were also held on promotion of handloom and handicrafts and tourism in the region.

This year, the cultural celebration focused on the fusion of the Northeast diversified culture with the rich culture of Punjab, informed NESO's Jalandhar unit publicity secretary Komal Chutiya.

Many designers, models and celebrities of the country joined the festival.

 

 

 

4 youths arrested with drugs

PASIGHAT Apr 23:  The Arunachal Pradesh Police, Mebo unit arrested four youths with drugs from Mebo on Thursday last.

The arrest was made after a raid conducted by the police along with activists of Women Against Social Evils (WASE) at Romdum town, Mebo.

Good quantities of different types of drugs, such as ganja, opium, addictive tablets and capsules, etc were seized from their possession, according to police sources.

The raid was conducted based on information given by the WASE to the East Siang Superintendent of Police.

 

 

 

State BJYM visits landslide victims and provides help

ITANAGAR, Apr 23: The house of one Biki Kiokam at A sector (ward no 18), Itanager was reportedly damaged in a landslide on Sunday morning.

There was no report of any casualty so far, informed the state BJP in a release.

A team of the state Bharatiya Janata Morcha visited the affected family at the site and gave some financial assistance as immediate relief to the affected family.

The team suggested the dwellers to remain vigilant and alert against landslide during the monsoon.

 

 

 

MLA inspects construction of electric-cum-gas fired crematorium

PASIGHAT, Apr 23: Pasighat East MLA Kaling Moyong, along with PMC chief councilor, deputy chief councilor and councillors on Sunday inspected the ongoing works of the first electric-cum-gas fired crematorium at burial-cum-cremation ground of the town.

In this regard, the PMC has already inked MoA with WAPCOS Ltd, a GoI based firm. The Pasighat burial and cremation ground has 65 acres of land in possession of the PMC. The land was donated to the government by late Kuttik Moyong, grandfather  of MLA Moyong around 70 years ago. Late Kuttik Moyong was also PI of Pasighat at that time.

During the visit, the MLA called for proper execution of works and also for demarcation of land to various sections of religious community for burial purposes, informed PMC Deputy Chief Councillor Kaling Darang in a press statement.

PMC Chief Councillor Kaling Doruk and the deputy chief councilor apprised the MLA of various developmental activities undertaken by the PMC, including Swachh Bharat Abhiyan.

 

 

 

Hangpan Dada Memorial Trophy in Siang

RUMGONG, Apr 23: The constituency level Hangpan Dada Memorial Trophy 2016-17 in Siang district was kicked off by District Sports Officer In-charge T K Kopak at Rumgong on Sunday in presence of Gaon Burahs, PRI members and general public. The tournament is organized by the Department of Sports.

 

 

 

APCRCC holds annual meet

ITANAGAR, Apr 23: The 29th annual meeting of Arunachal Pradesh Christian Revival Church Council (APCRCC) was held at Christian Revival Church, Chimpu from April 20 to 23.

The meeting was chaired by Evangelist Mania Kodak and the Lord's message was delivered by APCRCC President Reverend Dr N Tasar and former Executive Secretary (APCRCC) Reverend Toko Loma.

Delegates from nooks and corners of Arunachal Pradesh, district council leaders, Church leaders, full time "God's servants" and various wing leaders of the APCRCCWW, APCRCCYW,  APCRCC-CD participated and presented their annual reports.

At least 19 full time "God's servants" were given commission and license to do the Gospel ministry with the holy sacrament service in the CR churches.

Govt yet to learn any lesson

As the monsoon arrives, the news of landslide and road blockade is pouring in from various parts of the state. On Saturday three construction workers were killed due to landslide at Palin Town under Kra Daadi district. The tragic incident took place when due to sudden slide of heavy landmass 3 labourers were buried alive. Last year in similar kind of incident, 16 labourers were killed at Tawang in a construction site.

Every year landslide and road blockade causes disaster and destruction in the state. Government only reacts whenever tragedy strikes.  They do not seem to learn any lesson from the unfortunate incidents that strikes state on regular basis during the monsoon season.  There is a need to make proper plan before the onset of monsoon. District administration will have to take a lead role and involve all parties including PWD, PHE, BRO, police etc. A battalion of NDRF is currently based in capital complex and have been taking active part in rescue operation whenever need arises. State Government should collaborate with NDRF and give training to police personnel and officials of disaster management to make them better prepared to face any kind of situation.

Improve safety

Dear Editor,

This is with reference to the news report, "Car mows down 4, 1 dead" (State News, April 23). The death of Naya Taku, a 17 year old girl, in a hit-and-run case at Niti Vihar highlights the need to improve road safety in every possible way not only by ensuring good condition of roads, vehicles, traffic system but also by creating an environment for good mental and physical condition of drivers. A driver should not be intoxicated either by alcohol or drugs or by aggressive advertisements for cars and bikes that are out for equating  speed driving with manliness. Indeed, driving with macho mindset can be as dangerous as drunk driving. Such stupid advertisements want to reduce us to callous animated cartoon like characters who cannot feel the pain of a victim of hit-and-run accident.

So, along with strict implementation of Motor Vehicle Act and the ban on bars and the vending of liquor within 500 meters from the national and state highways; to censor such advertisements is also a must to make our roads free and easy sans reckless clowns.

Rising hit and run cases

Dear Editor,

Through your esteemed daily, I would like to write on rising hit and run cases in Itanagar. It is shocking to every one of us that we lost a young life though no fault of her. May her soul Rest in Peace and god give enough strength to the families to overcome this grief.

Here I want to write some suggestions to the concerned govt. authorities and I hope they will ponder upon this points.  

First, for the safety purpose, the engineers must have designed every stretch of road with certain design speeds. Vehicle found to drive at speed higher than this should be stopped immediately by the police. The police and Transport department should ask the highway department to put up the maximum speed board at every stretch of the road.

Secondly, there should be a fixed font style and font size for the vehicle registration plate.  It will be helpful to the public and especially in hit and run cases. I think the sole purpose of the registration plate is for identification but we find vehicle owner make this as decorating parts for their vehicles. Some registration plates are such that we cannot read it even from close.

Lastly, CCTV cameras should be installed at every corner of the city.

I hope in the days to come we will see changes along the roads.
